Flowey is one of the Special Bosses within Underworld Realm, and there is only a 1% chance of him spawning. Similar to Pokemon, as you stand around in unsafe areas different mobs will block your path. Eventually one of these encounters can be the elite boss Flowey! You can farm for Flowey encounters anywhere where battles can be encountered.
Onto what this menace drops upon defeat! You worked this hard to encounter him, so hopefully what you get is good!
Flowey also includes some special drops which are more by chance than guaranteed. Naturally, these are the better drops from the boss so you better be determined to grind!
