Your best bet here is to move into position in a corner, let the enemies see the hostages and move towards them, then swoop out and take them down when their attention is elsewhere.
Think about getting armor and ranged weapons for these levels rather than stealth or speed boosts. You’re going to be taking a lot of fire because you’re going to be trying to protect the hostages. They die easily, and you only get cash for the ones you get to the chopper.
