Since the tanks are so tiny, the levels are equally small. It looks like most stages take place on a desk, with pencils, erasers, sharpeners, and other office supplies creating the various boundaries.
Currently Tiny Tanks lets you either create or join exisiting games, but a level editor is listed as coming soon.
