Hi Lark,
I haven't reached Level 34-Emerald Crater yet but there is a thread over at the Big Fish Forums that discusses this particular level. What it boils down to is concentrate on only the buildings you need for your goals. You can forget the University and Hospital and just let the Madmen run around, just repair what they destroy. Others said skip the Police station and ignore the Thieves.
When I get through that level, I'll add my own comments here if you're still stuck.

I would not skip the police station - the thieves are really annoying and steal a lot of money very quickly. One thief can cause the same damage in one minute which would take the madman at least 15.

Thanks! I ended up finishing the level by skipping the hospital and university. I did build a police station though. I built everything possible horizontally across the northern part of the island, built the spa in the southwest corner and had the two Ovens at the eastern edge. Thanks again!

Great, now I have some tips for when I tackle that level! Glad that you're enjoying the game. I think it's one of the best of this type I have seen in a while.
