  Hi Sandrita... did you talk to the cook in the kitchen first?? Then put the glasses on Tom and then talk to the cook again...

  The glasses can't be used until you have been commissioned by the shopkeeper to get the money from the cook. If the shopkeeper hasn't asked you to do it, then it's not "allowed" yet. (Shopkeeper asks you to run the money collecting errand when you want the bellows from the shop, which is another mission given to you by the smith!)
