In level 9-1, first earn all the $ required. Then build a garage and a shopping center. Wait a bit for for the $ to go up some, then build your last home. You'll want to make sure that you build it as close to the end of the level as possible, as the level will end as soon as it is completed and you want to make sure you have enough time/money to buy all the items you will need to furnish your houses in level 9-2 (buy 4 of everything you will put in the house - I bought beds, and the top level of workstation, wall unit, fridge and washing machine).
In level 9-2, you'll now be able to furnish your $70,000 house immediately. As soon as you have enough $, buy the $900 upgrages to both electric and water twice in a row. Also, as soon as you have the money, build your next houses. You will build all three as soon as possible, then wait for the money to roll in. Once the timer starts getting near the end, you'll have to be a bit stingy on the gifts, as the timing is extremely tight (you may have to try a couple of times), but make sure that no one gets mad enough to move out. You will probably also have to pass up the opportunities to upgrade near the end of the level or you won't have enough time. Remember that you can right click on the upgrade requests to cancel them so that the rent starts coming again.

I can't seem to get through it :| any help? maybe sumthing I need to do in the previous level already?
