  Are you sure you have all 20 plus all the other things on the list?  A minigame will open automatically when you have everything so you can put them together.  One of the pieces sticks on the side of the wall and can be hard to find. See the walkthrough under the green Tips & Tricks tab just above the whitespace on this page for a screenshot.
