Hmm, if I observed this correctly, what you have to do in order to get the sugar rush is to do the same action 3 times. For example, if you frost 3 times, you should be able to get the sugar rush.
However, sometimes for me, it's random. ;)

Yes you need to do 3 actions of the same in order to receive the sugar up.

In the beginning I found it was boring waiting for 3 clients to turn up to do 3 actions. -
No problem. :)
I do agree that in the beginning, there's no point in getting the sugar rush but for those later levels, you'll be grateful for it. ;)

You're right about performing the same actions 3 times over, but only certain actions count - others don't, and as such, won't even interrupt a chain.

Basically, as far as I can tell, moving a cake from one location to another - eg. from the froster to the stand - doesn't break a chain, but you can't chain delivering cakes.
The actions that can be chained are: Handing out menus, collecting cash, and button press (by type - bake, frost, drink).
I find a good strategy is to make an extra cake along with the first customers order, which will generally half fill the Rush counter (3 bake, then 3 frost), and put the extra cake on the stand. It's rarely sat there until the end of the level!
