You may have manged it by now but if not, this is how I did it.
Train 4 workers (you can demolish one or two of the smaller buildings while this is happening - ultimately you will demolish all the ones you own but I usually leave the larger ones until they need repairing).
Build an apartment and sell it. Build a workshop and buy efficiency training, build a recycle plant. Build a nuclear power station. Build a tech centre, buy genius certification and some more technicians, supercharge the nuclear power station.
Then start building apartments, upgrading and adding energy savers, painting and inspecting. Initially you may need to time the upgrades etc so you don't miss out on the rent cycle.
Fairly soon build a grocery store, Build a business centre and make the grocery store fancy. Then demolish the business centre and build a garden centre in its place. Start landscaping the apartment blocks.
Continue building apartment blocks buying and demolishing other houses as needed. Buy back the original apartment block and upgrade that too. You will end with 17 apartment buildings.
When you have around $5,000,000 start selling the apartments. You may need to sell two at once sometimes depending on the time.
While you are selling demolish the recycle plant and the garden centre. Build two wind farms and supercharge. Then demolish the workshop, build the final windfarm and supercharge.
