It's not my favourite level either! But here is how I did it (and got a speedy ribbon also after two or three tries):
Build a condo and sell it. Train two workers, build a Georgian and sell it. Train two more workers. Build a workshop and buy efficiency training; build a recycle centre.
Build a nuclear reactor. Build a tech centre and supercharge the reactor.
While this is going on buy any A-frames (and demolish) that come up for sale and also the piece of land.
Then start building apartments, perhaps two to start with. Upgrade each 3 times and paint blue (you will need to time the upgradings so you don;t miss out on rents to start with or wait until you can buy materials but you can speed up after a bit. Buy genius training from the tech centre, train technicians and start energy upgrades (you will need all three upgrades). Build a third apartment and then buy a house that comes up for sale, demolish and build the fourth apartment. Train at least three other workers at some point, more if you can. Make sure all four apartments have full upgradings, full energy savers and are painted blue. Inspect when completed.
Buy other houses as and when you can. Build a bakery, business centre and make bakery fancy. Demolish the business centre.
Build two wind farms and supercharge.
Demolish the tech centre, recycle plant and nuclear reactor and build three swimming pools. Finally demolise the workshop and build the final pool.

Thanks for your response I finally got thro' this level & have reached level 8. I think it's the best BAL version so far & hope it won't be too long before they bring out BAL5!!
