Buy one construction van, build a high rise just above your HQ, and upgrade it to 3-stars right away. As soon as you've got enough money, build a day spa (for the income and to keep the tenants happy) across the street from the high rise. Now build the 2nd high rise near the 1st one. Keep an eye on the villa in the lower right section. Buy it if you can,when you can! Build the other two villas near it, and drop in a grocery store or pizzeria to keep the tenants happy. (if you can't buy the villa, you'll still have room to build a 3rd on your own). I upgraded the HQ right after building the 2nd high rise and bought more vans until I had 10 total. This allowed me to run them ragged upgrading the 2nd high rise and three villas all at once. Managed to complete this one in 19 days! Haven't been quite so successful with the other levels past #20...

Thanks. I figured it out. I'm now on level 39. I got the ribbon on all levels up to this point. If you have any questions. I will try to answer them. I did a walkthrough for level 31 for BF. If anyone is interested, I will post it here as well. I'm off to bed-e-bye now. I will check in the morning.

Help having trouble with levels 22, 24, 25, 26 appreciate any ideas

For 22: I built a modern apartment in the furthest left open spot on the bottom row I then immediately put a villa next to HQ on the left and then I created a road behind it. I then put a hotel right between the standard apartments and I put two billboards next to the hotel. This should all be done immediately.
Then I put a pool and a statute next to the modern and placed another modern on the other side of those decorations. Then I placed some palms tress all around and moved the road on the right so I could fit another modern in and more decorations. When you have enough money saved place the third modern and another villa on the other side of HQ. Then demolish a portion of the grass in the area in the left corner so you can place the last villa. Then just start upgrading everything.
Does anyone know how to get expert level on 21? I've gotten expert on all th levels, but I can't seem to finish 21 in 15 days.

For 24:
I immediately put in a vertical road from the left of HQ past the villa beneath (on the left). Then I place a modern right next to the ones already built (on the left). Then I place another modern two spaces above. I wait until I have enough money and I upgrade them each once. Then I put a pool and two palms tress below each of my moderns. Then as I wait to get more income I change the road right above the two moderns I don't own so that it coe across right above the buildings and fix it so that the buildable land (where the road was) is now lower one level. Then in the lower left hand corner, I place a day spa (it should touch all four moderns and the park). This should be done around Day 12. Then upgrade your moderns to three stars and buy another wagon. Wait until you have enough money and then build the high rise one spot away from the spa. While it is being built, place a park to the right, and a pool and statute behind it. Then place a few palms trees. If this is done before Day 18, then you should have time to upgrade the high rise twice, which will give you an income over $150000.

I'm having soo much trouble with level 23, the one where I have to build to waterpark. I'm no where near getting the blue ribbon, help!!

For 23: I started by bulldozing the decorations on either side of the HQ and the road to the left of the starred property in the middle. I put one modern one space to the left of HQ, waited til I got the rent from that and then put a second one right next to it (once you bulldoze the decorations to to the left next to the villa, you should be able to fit three moderns on the starred property).
Then I upgraded both moderns each once and bought another van and waited until I had enough money to upgrade them each another time. Then I bulldozed the road right beneath them so I could fit some a statute and a pool touching both, as well as some 2 palm trees. I also put three palm trees inbetween HQ and the modern and bulldozed a road to the right of HQ.
At this point it was day 11 and I have enough money to put a spa to the right of the waterpark (leaving one space between the waterpark and the spa) so it touched all 4 moderns (the two I owned and the two I didn't own). Then as soon as I had enough money, I upgraded HQ twice and bought more vans. I also placed a billboard inbetween the waterpark and the spa and put a park to the right of the spa. On Day 16 I built the third modern on the starred property and as soon as I had enough money I upgraded HQ a third time and bought the rest of the vans. I upgraded the third modern twice, ran a special at the spa, and on Day 19 I started construction on the waterpark. I added all of the vans except for 4, built one more modern to the left of the waterpark and then added the rest of the vans possible to the waterpark. Then I upgraded all of my moderns to three stars and put a park next to the last modern. In the meantime you will accumulate a lot of money and be able to buy anything that comes up for sale (not that you need it...you could probably even skip building the fourth modern to the left of the waterpark and just hope the other moderns go on sale and buy them).
Once you have added the maximum number of vans possible to the waterpark, it goes really quickly. My waterpark was done by Day 27 and I immediately clicked on the button to host the opening ceremony. I finished in 28 Days.

Level 35:
Buy a van and place a high rise right beneath that park which is part of the board (to the right of HQ). Then immediately upgrade it by one star. By Day 5 the high rise should be upgraded once and you should have enough to put a stock exchange in that square of land (to the left of that park you put the high rise beneath).
Wait until you have enough money nd then upgrade the high rise to two stars. Upgrade it a third time and bulldoze the two bushes in front of the high rise and add two monuments and another palm tree.
Build a verticle road between the two sets of villas and a road on the top leading from the road above the stock market to the roads in the upper right corner. Then put a day spa right below the modern.
You should have about $200K+ in your savings. If the stock market has a green arrow, place all of your money in that. You can continue to build off of your daily income until the stock market starts to fall (red arrow = take out your money)...keep your eye on the arrow and whenever it is green put in all your money and whenever it turns red, take it out.
At this point you should have enough to put another high rise in the lower right hand corner (of the same plot of land the spa is on). Then place a large fountain to the left (inbetween the new high rise and the unowned villa) and upgrade the high rise to three stars.
At this point the villa on the other side of the large fountain I built was up for sale and I bought it. I demolished it and put another high rise in its place (that touched the spa). By Day 20 you should be able to run a special at the spa.
Continue to upgrade your high rises and watch the stock market. By Day 21 the stock market was up so I was able to add $800K to it. I just continued t collect money and use that to finish my upgrades. During your "down time" put two more monuments so they touch the day spa.
At Day 25 you should be able to run another spa special, and have about $2M total. At this point I was still finishing my upgrades on my three high rises and waiting for the market to go up again.
On Day 27 the stock market went up again and I put about $2.3M in. By Day 28 I had finished upgrading my high rises to three stars. Since I had finished my upgrades and the market was up I took out my money and then immediately put it all back in so I had $3M in there. I then just waited and continued to "play" the stock market.
On Day 30 I had to pull my money out of the stock market but I had $4.4M in my bank account and a $423K daily income, and was able to run another special at the spa. So I was able to finish in 30 days, so if you are a day or two behind in the above scenarios, don't worry.

Level 36:
Buy a van. Put a road in right above the high rise so vans can go to the other roads. Then put a high rise above the area where the unowned one is with one strip of land below it.
On Day 5 I upgraded my high rise to one star. On Day 7 I upgraded it to two stars. On Day 9 I put two monuments in front of the high rise. On Day 10 I upgraded my HQ and I bulldozed the tree to the right of my highrise and all the grass in the space to the right of the modern (to the right of the unowned high rise).
On Day 12 I bought a van and put a spa inbetween my high rise and the statute next to HQ. On Day 13 I upgraded my high rise to three stars.
Then on Day 15 I put an opera house above HQ slightly to the left (the game should automatically build a road for you). Make sure your opera house touches all the buildings except for the high rise in the right corner and two of the smaller houses. On Day 17 I put the casino in the area I had bulldozed before (starred) and I put a large fountain to the right of my opera house.
As soon as the casino is built, you should have won the game. I finished in 18 days.
