Build cinema FIRST in open premuim lot in lower left. build apt on premium lot to left of that cinema. demolish most roads. leave only the 1 coming from top of screen to bottom that runs next to the cinema you built and the 2 roads going from left to right in the middle. build shop&workshop to right of HQ and a amusement workshop&shop to left of HQ built 3 chateaus on top row put trees&fountains around houses and apt. Took me 2 tries and got expert. Good luck all
