  The number is how many artists you have in your colony.  The stars are your colony rating.  I'm not EXACTLY sure how colony rating effects things.  The walkthrough for the game mentions the colony rating and it sounds like it effects your artist's inspiration levels.  It seems logical that it would also effect the rate at which buyers show up, but that's just speculation.

  Your colony rating is effected by a bunch of things...particularly the cleanliness of your colony (if there is weeds and trash everywhere then the rating will be low) and how much it has been restored.
