There are several steps to this.
1. You must win the concentration game with the guy in the tavern. He will give you a valuable seahorse statue. (You will have to go to the dive shop to get pearls to bet with if you haven't already.)
2. You must go to the gate and talk to Mr. Copperpot. He will tell you he is not interested in modern statues.
3. You go back to the town and visit the art gallery. If you haven't already, you help the gallery owner by repairing the 3 damaged paintings. Then you trade her the seahorse stauette for an ancient relic which is a code box.
4. You go back to the gates and talk to Mr. Copperpot again. He wants you to prove that you have the real ancient code box by entering the number from the dive helmet in the tavern in code.
5. You go back to the tavern and check the date on the helmet. (it will go into your inventory so you can see it later.)
6. You go back to the gates. You are going to dial the code into the phone. You will see that the numbers on the phone dial are actually symbols that match the ancient code box. You look at the ancient code box, and see that is symbols equal numbers (first symbol is 1, second symbol is 2, etc). So you can enter the date from the helmet (which shows in your inventory as a reminder) using the code symbols. Then you use the enter key to enter.
7. Mr. Copperpot will be satisfied that you have the real code box and let you through the gates.

still can not get it with the telephone at the gate please help

Wow, that is tough! OK, this is a long shot, but are the symbols on the phone dial lit up or dark? I just remembered the first time I did I got stuck there for awhile because I had the decoder, I could see all the code symbols on the right and the symbols on the phone, but I didn't realise I had to click on the talk bubble once to make it go away before I could actually enter things into the phone.
When you click on the symbols on the phone, do green number tabs jump up below the dial?

Sounds like it might be a glitch. Maybe you should contact tech support where you got the game. Sorry I don't have a better answer!

yes when i click on symbols on the yea the green tabs jump where is the talk bubble
