I don't know if you've figured this out or not, but I finally got the trophy.  I used level 2.  I think the reason it's a good level is because you only get 1 bear to deal with.

I got it at a much later level, 26 or so.It actually came as a surprise; I hadn't been keeping track.

And the trophy's not for not catching, it's for not SELLING any bears. Once you're dealing with bolts of cloth and jugs of milk, the mere 100 points you get from a bear--which occupies so much space in your storage--isn't worth it. So that part's easy.

The hardest part for me was stopping after only 3 clicks (upgraded cages) so I  didn't stow a bear that I didn't actually want.
