I have done everything but upgraded the residency. The top of my page states that I have 15 colonists but I only have 13. It will not let me upgrade for that reason, but no new colonist have come for a couple of years I think. Is this a cliche?

bkrpooh, did you get a solution for this, I'm having the same problem.  was playing just fine until that scene with the photo.  I'm getting an access violoation error also.
